Tech spokesman Mark Owczarski said Thursday that the families of all of the students killed during the shootings -- with the exception of the shooter Seung-Hui Cho -- would have their tuition and fees refunded.
Other students' requests will be handled on a case-by-case basis, he said.
Tech: Policy on refunds is flexible.
